A reset of your Chromebook will fix a variety of issues even if your Chromebook will not turn on. Here is a video that will walk you through resetting your Chromebook. If the problem persists, try the refresh a few more times. If you are not successful after several attempts, see Mrs. Lee in the library during 1st block.
